What reaction from Google would a larger fine produce? There is a real problem in Europe: dependence. I always thought of writing a short story on the fact that, contrarily to the US, China, and other countries, European countries have not built their own search engines. So the question is until when Google — and the same holds for others players that enjoy the same kind of monopolistic position in digital markets — is going to be willing to accept these fines? The reality is that regulation — as it often does — is reactive rather than proactive and tries to repair leaks at a time when another larger leak has opened up somewhere else. We can’t always be adaptive in policy: that we are has to do with the awful truth that there is not a general idea — or ‘identity’ — about what we, as human beings with certain moral ideals, find it hopeful, acceptable, or not acceptable as members of a society.
