I doubt that this problem would be solved by the ‘opportunity to consent’. As a result of GDPR in Europe we are regularly submitted to pop-ups asking ‘consent’. Designed to be very invasive of the whole screen they strongly invite to a quick ‘assent’, through the message of effective or perceived lack of service a ‘dissent’ would imply.
